Government's Waste Management Plan is the only major item on the agenda, but the Progressive Labour Party is expected to turn its attention to the state of the Island's prison system as well.

The Senate, meanwhile, resumes on Wednesday. And Premier the Hon. Sir John Swan is expected to name two new Government Senators on Monday to replace former Senate Leader the Hon. Charles Collis and Ms Cindy Trimm.

The two major pieces of legislation expected in the upcoming session are the new Bermuda Plan which will legislate the zoning of Bermuda for the next decade, and legislation designed to tighten up the Human Rights Act.

The Waste Management Plan to be debated today is a lengthy document published and circulated earlier in the year. Many of its recommendations, such as the building of the Tynes Bay Incinerator, are already underway.

The PLP plans to question Health and Social Services Minister the Hon. Quinton Edness about the prison system -- the subject of increased public concern.

Shadow Minister Mr. Nelson Bascome said he will ask Mr. Edness if prisoners have been allowed on these work programmes even when they have been denied parole and have not had a psychiatric evaluation.

He said he will also ask if prisoners from Warwick are released on parole more frequently than those from other parishes.

Mr. Edness represents Warwick West in the House of Assembly, and Mr. Bascome said he believes "if you are locked up and you are from Warwick, you are more likely to get parole.''
