In last year's Throne Speech, former Governor Lord Waddington said Government realised that long term residents had understandable concerns and promised that a move to resolve the controversy would be made.

"Government will, therefore, be bringing a Green Paper forward in this session as a prelude to legislation aimed at resolving this dilemma in the most equitable manner,'' he said.

In January, Shadow Immigration spokesman Alex Scott said Government did not know how to address the predicament of Bermuda's long term residents.
