Independent in the Senate, Government House announced yesterday.

But the other two Independents -- Sen. Norma Astwood and Sen. the Hon. Albert Jackson -- will stay in place.

In a letter to Mr. Johnson, the Governor said he regretted asking him to stand aside, because of his fine reputation.

But only a few Independents were allowed in the Senate and there were many that he wanted to invite to serve. It was therefore necessary to make changes from time to time, Lord Waddington said.

The Governor paid tribute to Mr. Johnson's "wise counsel and level-headed contribution''.

President and chief executive of American International, Mr. Johnson had served on the Senate since 1988. He said last night: "If I had been asked I would have continued to serve. It's an honour to serve your Country.'' He said he entered the Upper House hoping to bring a balanced point of view.

"I feel quite satisfied that I achieved that,'' he said. "It was a worthwhile five years experience.'' Sixty-five-year-old Mr. Oughton is chief executive of Belco. He retires later this year.

He has been with Belco 38 years, becoming general manager in 1982, managing director in 1985, and president last year.

Mr. Oughton, who gained Bermudian status in 1963, was born in London.

He was an administrator with the Royal Navy, and also worked in London for supermarket giant Sainsbury's.

Mr. Oughton, who lives in Southampton, was recently appointed head of a team reviewing Bermuda's health care.

He has been married to his wife, Jean, for 44 years. They have one son.

Mr. Alf Oughton.
