Plainclothes Police, on duty on Frog Lane in Devonshire at around 1 a.m. on April 4, spotted Bell driving erratically, the court heard.

Prosecutor, Sgt. Kenrick James said the 51-year-old Devonshire man was seen veering into the opposite lane and driving very slowly. When stopped, he could hardly stand, Sgt. James added.
