Prosecuting Sgt. Rex Osborne said Police on duty in Front Street saw Lodge asking a male visitor for money. He was given 25 cents.
Sgt. Osborne said: "Officers stopped him and found he smelled of intoxicating liquor. He was told to make his way home.
"A few moments later they again saw him approach another tourist and ask for money. He was given a dollar. He was arrested.'' Sgt. Osborne said Lodge had a record of drink-related offences.
Mr. Francis told Lodge that begging was against the law. He said: "There is no need for people to go around doing this.''
