a "whole series'' of issues next month, but Governor Lord Waddington, remained tight lipped last night about the meeting's overall agenda.

The Governors include former Bermuda Deputy Governor John Kelly, now of the Turks and Caicos, J.F. Savage of Montserrat, D.P.R. MacKilligan from the British Virgin Islands, A.N. Hoole of Anguilla, and J.W. Owen of the Caymen Islands.

Joining them is Foreign Office Minister Sir Nicholas Bonsor, who has responsibilty for Bermuda and the Caribbean territories.

They will arrive in Bermuda on February 20 and join Lord Waddington for talks on February 21 at the Princess Hotel.

Lord Waddington last night told The Royal Gazette it is likely that recently announced plans by Mr. Bonsor to give territorial Governors powers to introduce, amend, and reject legislation will be discussed, but was quick to make it clear Bermuda was not included in the change.

"You've got to remember the five Caribbean territories have not yet reached the constitutional development of Bermuda. They're still operating with executive and legislative councils,'' said Lord Waddington.

In addition to discussions on territorial rule, the Governors are expected to discuss money laundering and other policing matters, Lord Waddington said.

It is the first time the Caribbean governors -- who meet every 18 months -- have held their meeting in Bermuda.
