Businessman Mr. Geoff Parker, who is stepping down after a year in the post, also condemned Bermudians for "indecision, apathy and lack of concern''.

In a farewell message in the NLP newsletter, Mr. Parker says he took the job for only 12 months, due to private commitments.

He complains of lack of support for his campaign urging publication of past Auditor's reports into Government finances.

"The single most annoying item on this past year's agenda was the way you the member and you the public have not supported our call for the reports of the Auditor being brought up to date.'' He says the delay in producing the reports is a "disgraceful'' breach of the Constitution by Government, the Opposition and Government House.

"Yet, you the public could care less,'' he writes.

"When the Budget is released shortly the numbers you will see will be as palatable and rehearsed as any Finance Minister can make them.

"The numbers you don't see, however, are the ones that will haunt this Country for decades to come.

"The people of this Country must know the truth about the misuse and waste of millions and millions of tax dollars.

"But the only way to find out is to get involved and create a noise so loud that even Government House must listen.

"Until this happens you will continue to pay the price for your indecision, your apathy and your lack of concern for this Country.'' Mr. Parker joined the party after it was the only one that backed his petition against Government's 1990-91 spending plans. Soon afterwards, he became chairman.

He attempted to halt last year's general election on the grounds that Government's financial performance could not be judged without the reports.

In his newsletter message, he calls for a Royal Commission to probe Government finances since 1987.

He adds: "The political leadership in Bermuda comes from a small group of people who paddle their own agendas for their own self-interests in most cases.

"Get involved! It's the only way to protect your future.'' Mr. Parker praises NLP leader Mr. Gilbert Darrell, who lost his seat as the party's only MP in the election.

"This country owes a great debt of gratitude to this individual for his zealous optimism, untiring dedication and hard work.'' Also in the newsletter, Mr. Darrell calls for MPs to request a constitutional conference on Independence.

This would propose a new constitution, to be ratified by a "detailed'' referendum.

Neither a "yes or no'' referendum or an election can produce a "fair decision'' on the subject, he says.

More education and information is needed, he argues.

"We do not doubt that Independence will come to Bermuda.'' Mr. Geoff Parker.
