The incident was revealed yesterday by Finance Minister the Hon. David Saul in the House of Assembly, as the parties mocked each other's election campaigns.

Dr. Saul said the incident, involving two women postal workers, was an example of PLP "high jinks''.

The Opposition had asked civil servants to "stuff this PLP propaganda through the post'' without paying for it.

"I can authoritatively say that two postal deliverers admitted doing it and have been censured for it.'' An Opposition front bencher had gone to Postmaster General Mr. Clevelyn Crichlow and asked if it could be done, he said.

Mr. Crichlow told The Royal Gazette a letter was written to the employees telling them it was against policy to deliver leaflets for which delivery charges had not been paid.

One "young girl'' was a party supporter, and she had given leaflets to another woman.

Mr. Crichlow said he believed the incident happened out of ignorance. "I think it's one of those innocent, misguided things that people would do.'' He was not approached by a senior Opposition member, he said. The politician had merely been referred to him.

The MP had been unaware of Post Office practice and had not acted out of "malice''.

He had told the politician how much it would cost to deliver election leaflets.

"He never came back,'' Mr. Crichlow added.
