The stalled Southlands land swap timeline from 2006 to 2010

This is a timeline of events surrounding first the planned development of Southlands, then the proposed land swap deal with Morgan's Point, involving the development of a luxury hotel and golf course at the former US Naval base.

March 3, 2005: The Southlands team has its first meeting with the Department of Tourism.

June 6, 2005: Application to incorporate and acquire Southlands submitted to Government.

October 31, 2005: Presentation made to Tourism Cabinet subcommittee.

December 8, 2005: Southlands incorporated and permission given to hold land.

June 15, 2006: Plans for Southlands submitted to Government for approval.

July 12, 2006: Government said Southlands needed a branded partner. It is understood Government was already aware the Southlands team was in negotiations with Jumeirah, Ritz Carlton and the Setai. Actual approval given on August 8, 2007.

August 2006: Then Premier Alex Scott raised the issue of a land swap with the Southlands team. Discussions took place with Premier Scott who was replaced by Ewart Brown.

November 7, 2006: Southlands and Jumeirah enter into intense negotiations.

December 15, 2006: A draft SDO for Southlands is gazetted and advertised.

January 30, 2007: Management agreements are signed with Jumeirah.

February 2007: It is understood that Southlands meet with Arthur Hodgson, Chairman of the Sustainable Taskforce who raised the issue of swapping Southlands for land at Morgan's Point. The Southlands group are interested as it keeps Southlands in one whole lot and is preserved.

March 2007: A draft SDO is first seen by Southlands with numerous drafting problems.

May 31, 2007: First meeting with Premier Ewart Brown regarding the land swap.

June 14, 2007: Jumeirah visits Bermuda and view Morgan's Point. They prefer the Southlands location.

August 8, 2007: SDO for the Southlands development granted and gazetted.

September 19, 2007: The Southlands team send a letter to the Premier outlining their interest in the land swap.

October 16, 2007: Meetings with the Premier on November 3, 9, 27 and December 3. The Premier publicly announces the land swap deal. As a result of the General Election, further negotiations are delayed until 2008.

January 22, 2008: Government thought there was 260 acres at Morgan's Point and did not recognise that parts were carved off in the Rockaway area. Apparently, the logic was that 260 acres were available less 80 acres swapped for Southlands, leaving a total of 180 acres. It was thought the championship golf course would take 130 acres, leaving about 50 acres left over.

On January 22, 2008, the Southlands group informed Cabinet Secretary Marc Telemaque that the golf course would take 160 acres and the actual acreage at Morgan's Point was 243 acres leaving just three acres for any public housing. Later Government asked that it be a trophy golf course.

January 2008: Southlands interviews five world class land planners. The selection of Forrec and Doug Carrick was made for the golf course.

April 2, 2008: Land swap agreement signed and public announcement made by the Premier.

April 10, 2008: Southlands presentation to Tourism Cabinet subcommittee. Southlands team requested to get the land swap before the House of Assembly by the end of June 2008.

May 14, 2008: Government's golf course consultant Roddy Carr recommends Tom Fazio or Pete Dye for the trophy golf course design.

June 2, 2008: Mark Telemaque was told the actual acreage at Morgan's Point is 243 acres, leaving little if any left over for a Government land bank.

June 4, 2008: Presentation made to Cabinet Tourism subcommittee.

June 24, 2008: Marc Telemaque stated it was scheduled for presentation to Cabinet on July 8, 2008. Government agreed to bring back the House early to consider.

July 7, 2008: Southlands informed that the Cabinet Tourism subcommittee had approved the plan.

July 25, 2008: Meeting with Roddy Carr and Fazio to discuss golf layout design. It is understood that Mr. Carr wants the Fazio brand.

July 30, 2008: Southlands team told that Cabinet had not reviewed the plan, now scheduled for August 8, 2008.

October 12, 2008: Southlands team met with Roddy Carr to confirm agreement on golf course, which he did.

November 11, 2008: Premier makes public announcement that Government will get 40 acres of Morgan's Point. This came as a complete shock to Southlands and Roddy Carr.

November 27, 2008: Southlands told they must have a development partner on board something that is not part of the land swap agreement and which was a new requirement to Southlands.

December 12, 2008: Fazio designs the golf course to just meet trophy status and submits two plans.

December 17, 2008: Meet with Roddy Carr and agrees to revised golf course layout with ten acres of land left.

January 7, 2009: Marc Telemaque states there is a need for a controlling developer, branded partner, otherwise little progress will be made. These items were not in the land swap agreement.

December, 2008, January, February, 2009: The Southlands team starts an extensive search for potential developers. Main issue is the land swap. Potential development partners want the land swap in place before committing.

April 6, 2009: Potential developer list sent to Marc Telemaque for vetting, no comment sent back

April 14 - 16, 2009: Chase Burritt, the Government tourism consultant, said Southlands needed an experienced proven developer with a track record, preferably with Caribbean experience.

April 29, 2009: Marc Telemaque asks if Government accepts ten acres would Southlands give up developable land to ensure golf course worked. Understood Southlands said they would consider the request.

May 11, 2009: Developer John Ryan, of the Ryan Group, confirms he is willing to work with Southlands team.

May 11, 2009: Letter sent to the Premier, Deputy Premier Paula Cox and Works and Engineering Minister Derrick Burgess saying Southlands team was fully committed to a tourism resort, it discussed golf course acreage issue, branding, and said the group was anxious to conclude the land swap.

May 11, 2009: Southlands hears reports that another developer is shown Morgan's Point by E. Michael Jones and Dennis Correia. The Premier confirms to Southlands that another developer was shown the property and that Southlands' Brian Duperreault was informed. Mr. Duperreault later confirms he had not been contacted.

May 12, 2009: Two of the Southlands team meet with the other developer.

May 26, 2009: Southlands team meet with the Premier and told that Government wants 40 acres and the ideal sizing of hotel is 500 rooms. The team is told that Government is not necessarily set on a golf course. This was significant to Southlands as the vision was for a large hotel complex and the Government had relaxed its idea about a trophy course because it wanted 40 acres.

June 8, 2009: Letter of Intent signed with The Ryan Group.

June 10, 2009: Southlands informed the Government of the relationship with the Ryan/Integral Group.

July 7-10, 2009: Southlands developers arrive and meet with the Premier. The 40 acres is discussed and a map agreed. Presentation to Cabinet Tourism subcommittee on July 9. No objections.

July 21, 2009: Marc Telemaque confirms that Cabinet has accepted 40 acres.

October 29, 2009: Southlands team meet with the Premier, who said the development was too dense.

December 3, 2009: Southlands gave a presentation to the Tourism Cabinet subcommittee and presented its case over issues including development, gave a letter regarding equity funding and answered questions on the brand, financing, development and staffing.

December 21, 2009: Southlands team contact Marc Telemaque to determine status with Cabinet.

December 23, 2009: No discussion in Cabinet.

December 28, 2009: Brian Duperreault was contacted by the Premier mentioning that the density was too high and saying he had a developer for him.

January 3, 2010: Brian Duperreault meets with the Premier who said he wanted a small development and did not want a resort development, and wanted to introduce a new developer.

January 15, 2010: Brian Duperreault meets with the Premier and Marc Telemaque when the Premier insists that Southlands meet with the new developer.

February 1, 2010: Brian Duperreault and fellow Southlands team member Craig Christensen met with the Premier, Marc Telemaque and the new developer who was to provide a feasibility study by February 12, 2010.

February 12, 2010: Ewart Brown announces at a press conference that the Morgan's Point plan "has too much concrete".
