Lopes wants to amend SDO to build more Grand Atlantic condos

Developer Gilbert Lopes wants to have a Special Development Order amended, so he can build more homes at Grand Atlantic.He said he has faith that the properties will sell despite the lack of interest shown in the first three phases he built at the South Shore complex.Mr Lopes has complained that “just not enough marketing” was done by the previous Government administration to bring people around.“With confidence in the Island again, people will start buying,” Mr Lopes told The Royal Gazette.His hope is to move forward with “rent-to-buy”, one-bedroom units.He was confident that two measures would have a positive impact: Government’s promise to set aside a requirement that locals with foreign spouses obtain a land licence to buy a second home and Government’s reversal of term-limit restrictions on work permit holders.“I have no doubt this thing will bounce back — the new Government just has to be forceful,” he said. “Once they lift the rule on Bermudians married to non-Bermudians, that will bring back a lot of the real estate market.”According to Bermuda Housing Corporation general manager Major Barrett Dill, his organisation’s consolidated borrowings from Butterfield Bank for the 78 units total $36 million.Mr Lopes said he preferred not to disclose how much he owes to the same bank for the development.However he was optimistic that the Grand Atlantic SDO could be altered soon to allow a scaled-down Phase Four at the site.“I want to reduce everything by about two-thirds,” Mr Lopes continued, saying he envisaged two-storey buildings instead of three storeys, offering one-bedroom units.The only one-bedroom condos available in Bermuda’s market are in Hamilton, he said.On a rent-to-buy basis, the units might be paid off after “20-plus years”, he speculated.The developer said he’d been in touch with the new Government about the future of Grand Atlantic but no firm decisions had been made.For now, the only work set to go ahead at the Warwick site is continued reinforcement of the cliff base this summer.
