Govt efficiency watchdog one step closer

A bill providing for the establishment of a powerful new body — the Spending and Government Efficiency Commission has been tabled in the House of Assembly.Promised by the One Bermuda Alliance during last year’s general election campaign, the SAGE Commission will be charged to advise Government on how it could improve its cost-effectiveness and the efficiency of the organisational structure.The bill specifies that the SAGE Commission will exist for a period of six months but can be extended by the Minister.The six member Commission will be a corporate body with powers to acquire and dispose of property, and sue and be sued.It will be required to review and propose changes to Government agencies and structures, review and propose a redesign of the organisational structure of Government and identify operational improvements to improve service quality and cost effectiveness.It is also charged with identifying activities which can be privatised or outsourced, identify targets and means of measuring efficiencies and identify inefficiencies.And it is expected to consult widely in coming up with its proposals.The bill — the SAGE Commission Act 2013 — requires all Government departments to facilitate the work of the SAGE Commission, provide access to records and otherwise cooperate with the new body.Information requested by the SAGE Commission must be provided unless it is related to cabinet proceedings, national security or subject to legal privilege.And those who make false or misleading statements to the Commission could be fined up to $5,000.Finance Minister has already announced the members of that the commission will consist of Mr Duperreault as chairman and five other members Kim White, Kenneth Dill, Peter Hardy, Catherine Duffy and Don MacKenzie.All members of the commission will provide their services free-of-charge, although Government will provide some resources to assist the group.And the Commission’s final report will be made public.
