Belco Grid Code

Bermuda Electric Light Company Limited (“BELCO” or “the Company”) has advised that submissions related to the Grid Code Consultation are now accessible via the BELCO website at www.belco.bm under the ‘Latest News’ tab. BELCO has published the official responses to comments and discussion points stated during consultation.

The Grid Code is intended to ensure a safe, secure, sustainable and reliable electricity supply, to promote economic efficiency in the transmission and distribution of electricity, to define acceptable quality of supply standards that need to be met, and to facilitate fair, reasonable and non-discriminatory connection to the network by others.

The TD&R Licence conditions require BELCO, as the Licensee, to develop a Grid Code for approval by the Regulatory Authority (RA) in consultation with sectoral participants and sectoral providers who are liable to be materially affected by it. In accordance with these conditions, BELCO developed a draft Grid Code document for consultation.

Consultation on the Grid Code opened on September 5th, 2018 and closed September 24th, 2018. During this period, stakeholders were invited to respond to the consultation to express their views on any of the matters contained within the consultation document and Grid Code.

As a matter of transparency, BELCO committed to publish the submissions, comments and discussion points raised by various stakeholders. In some instances, the comments were consolidated and summarized if raised by multiple stakeholders and can be found by clicking “Public Consultation Responses” on the Grid Code site. PDF responses to official Grid Code respondents can also be viewed by scrolling down to the “Submissions” section on the Grid Code site and downloading the documents.

The consultation comments and discussion points encompass Grid Code themes which include the following: Fairness & Competition, Adequacy of Requirements, Governance & Transparency, and Open/General Comments.

The final Grid Code will be submitted to the RA on October 26th, 2018.
