The Warwick Academy student destroyed ninth-seeded Manuel Cortez 6-1, 6-1 to seal his place in the last eight of the 14-year-old boys event, having lost just three games in his three matches so far.
Whitter, who is seeded five in Atlanta, must now face third seed Jimmy Pettit from Georgia.
Whitter made his mark at the Tennis Stadium in May when he won the Heineken Open men's B event -- the 33rd title of the 14-year-old's remarkable tennis career.
And there was more success for Bermuda in the 12-year-old girls event, with Sasha Fisher coming through a three-setter against number five seed Alex Haney to reach the last eight.
Having led 4-1, Fisher lost the opening set 6-4, but recovered her composure to take the next two sets 6-2, 7-5 and set up a daunting clash with number one seed Kelly Nakamura from Hawaii.
But Sasha's sister Zoe Fisher was less fortunate and was overpowered 6-1, 6-1 by number two seed Felicia Frazier.
In the 12-year-old boys' event, both John Masters and Kyle Williams went out in the round of 16. Masters went down 6-1, 6-1 against number five seed Dan Weinman, while Williams was beaten 6-2, 6-3 by sixth-seeded Chris Clark.
Four Bermuda pairs also registered victories in the doubles to make it through to the last eight of the main draw in their age groups.
Sasha and Zoe Fisher, John Masters and Kyle Williams, Jovan Whitter and Phillip Sousa and Gavin Manders with Mike Higginbottom were the victorious duos.
