Hill, of Vasco da Gama, was charged with squirting water at referee Roddy Burchall and lunging at the official and faking a punch. He was also charged with using offensive language after being sent off during a Friendship Trophy semi-final game against Dandy Town on March 2.
Smith of St. George's Colts was penalised for arguing with linesman Peter Sousa after Devonshire Cougars were given a controversial late goal in the FA Cup semi-final at White Hill on March 6.
He was particularly harsh in his comments of Sousa's handling of the game in the newspaper the following day.
Hill's absence will not hurt Vasco too much since they are not involved in the relegation battle or the title race. He was already expected to miss the team's FA Cup final because he planned to tour Barbados with Bailey's Bay's cricket team at the end of the month.
Smith's demise, though, means that the St. George's attack will be weakened for their crucial home tie against lowly Cougars tomorrow -- a game that the east enders must draw in order to survive in the top flight for the third straight year.
