Concerns were raised relating to the necessity for the 60 feet length; the potential for persons to slip and fall when the ramp is wet; the speed and frequency of traffic moving along the adjacent roadway (Cahow Way) with the crosswalk as proposed; the actual feasibility of removing the ramp and floating dock in the event of an approaching storm.The following was discussed in regard to the foregoing concerns: Regarding the 60 feet length the technical officer explained that the length was dependent on achieving an appropriate depth of water for the expected vessel sizes to utilize the docking facility.The Board wished further review and confirmation of this as the absolute minimum needed and asked the technical officer to re-review this item with the agent. Regarding the potential for persons to slip and fall when the ramp is wet, it was agreed that a condition would be added which would require the ramp to be covered with a non-skid/slip surface.Regarding the safety of the crosswalk, the technical officer acknowledged this concern and indicated she would consult further with the Ministry of Public Works (Highways Section) to query if any cautionary measures be included in the design as a means to prevent potential accidents.Regarding the emergency removal of the facilities, the Board did not feel that the emergency removal concept was wholly viable and wished to have further assurances as to which Government agencies, with what range of equipment (boat, barge etc.) and manpower available, and funding secured for such emergencies would be taking responsibility.The Board deemed it prudent to have these concerns addressed prior to making a decision on the application given the vulnerability of Castle Harbour and the Airport lands being affected by storm surge and wave action of significant levels during severe weather.The Board’s concerns were acknowledged by technical officers and as such recommended that the Board’s decision on the application be deferred until these concerns and queries could be addressed.The concept of an Operational Management Plan being supplied to support the project was discussed and the need for it was agreed”. The Board resolved to defer making a decision on the application until provided with an opportunity to review the additional information.The Board RESOLVED:To defer the application, as received 15 January, 2013 with additional information received 21 March 2013 pending receipt of additional information.1. The development hereby permitted shall be begun before the expiration of 2 (two) years from the date of this permission.2. For the avoidance of doubt the consent hereby granted is for planning permission only.
