Truckers told Minister to cancel trailer dumpster licences due to complaints

Government was advised to cancel all trailer dumpster licences due to repeated complaints that materials like sand were being transported illegally, truckers leader Richard Foggo has revealed.The Trucks Advisory Committee made the recommendation last summer amid ongoing concerns truckers’ livelihoods are at stake because dumpsters continue transporting items which should only be carried by smaller vehicles.Mr Foggo released a letter from the TAC to former Transport Minister Terry Lister, dated July 22 2011, and claimed new Transport Minister Derrick Burgess’ recent vow to get tough on illegal dumpsters doesn’t go far enough.The Minister has pledged to consider limiting the number of days tractor trailers are allowed to operate, but Mr Foggo, president of Bermuda General Truckers Association, argues that misses the point that the law is not being enforced.Mr Foggo lost his place on the TAC later in 2011, as did fellow member Dwain Smith.He noted the new look of the committee: the chair, announced in the Official Gazette in January 2012, is Pastor Leroy Bean, who is involved in controversy from his spell as deputy chairman of the Bermuda Land Development Company, while other new members are Steven Moniz of Island Construction, which Mr Foggo has accused of illegal trucking practices, and Dalton Burgess.The letter, signed by then TAC chairman Quinton Stovell, states photographic evidence was presented illustrating various operators had violated the Motor car over an extended period of time.It says TCD Acting Director Danny Simmons said the current use of dumpsters are in clear violation of the law.Mr Stovell stated: “Based upon the TCD investigations, we recommend immediate cancellation of all trailer dumpster licences.“This will necessitate a legal correction of the current operations of those vehicles. The operators will be compelled to appear before the TAC to legally obtain permission via Ministerial permit: as prescribed by law.“Any outstanding licence fees can be refunded accordingly.”Mr Burgess, who replaced Mr Lister as Transport Minister in November 2011, told the media on January 19 that he was considering limiting the days tractor trailers can operate.Mr Foggo told The Royal Gazette yesterday: “We never once have complained about what hours these pieces of equipment are being used.“The problem is they are carrying aggregate materials which are only allowed to be carried by smaller vehicles. They are taking money away from truckers. That is what they have got to address.“This isn’t just about truckers. You can imagine what’s happening to our economy when the money gets taken away from the truckers’ pockets. People are suffering badly because of this ruck. We have suffered for a long time.”Mr Foggo, who has been battling to protect truckers over the issue for several years, was given a six-month conditional discharge for using threatening behaviour towards Health Minister and Island Construction boss Zane DeSilva over the issue last October.He called on Mr Burgess to implement last year’s suggestion from the TAC or resign, saying: “Is there law in this Country? If there is, something needs to be done to so that people can see it and feel it.”Mr Burgess did not respond to a request for comment.
