Legislation tabled in the House of Assembly on Friday will allow election candidates, election officers and police officers to vote at an advance poll.The Parliamentary Election Amendment Bill will also allow polling by persons absent from Bermuda on polling day to be held over a period of a few days.Furthermore, it will allow the Registrar to transfer an elector’s registration from a constituency where he does not live to one where he is qualified to be registered.The act also gives the Registrar power to obtain information from anyone of voting age who is occupying any premises for the purpose of revising the Parliamentary Register.The Registrar will ask the person to complete a form giving their current particulars and give them the opportunity to object to their transfer to the correct constituency.If they do not do either within two weeks, the Registrar will transfer them. The voter has a right to appeal to the Supreme Court if aggrieved.In January, One Bermuda Alliance Senator Michael Fahy and candidate Sylvan Richards noted that under the present system, the onus is on voters to notify the Parliamentary Registrar when they move constituencies.“This notification rarely happens. There is no penalty under the current Parliamentary Election Act if you fail to notify the Registrar about a change of address,” they wrote in an opinion column in this newspaper.“As you can well imagine, most people just don’t bother to re-register or notify the Registrar when they move.“This means that in constituencies in Bermuda where an election can be won or lost by literally a handful of votes, there is a very real potential that an election can be decided by people voting in constituencies where they no longer live. This benefits neither party.”Another bill tabled on Friday allows the authorities to seize ill-gotten gains derived from the illicit drug trade.The Proceeds of Crime Amendment Act clears the legal path for police to seize the “bling” and other valuables derived from drug dealing and related crimes in Bermuda.Meanwhile the Insurance Amendment Act seeks to enhance the powers of the Bermuda Monetary Authority to effectively regulate the insurance industry in Bermuda.Under the bill, the BMA is required to issue a “statement of principles” in accordance with which it proposes to act in relation to its powers to impose civil penalties, censure publicly, make prohibition orders and publish decisions.A third bill laid in the House on Friday allows for increases in various Government fees.The cost of issuing or renewing a driver’s licence or obtaining a 10 year driver’s licence goes up by 96 cents to $106.80.The cost of examining a driving instructor rises by 16 cents to $106 and the cost of issuing or renewing a driving instructor licence goes up by 80 cents to $106.80.
