OBA: ‘Leadership by example’ is the key on Ministerial rule breaking

The One Bermuda Alliance has called on the Premier to demand that her Ministers resign if they break the rules.The OBA’s Shawn Crockwell issued the call in the wake of civil servants union president Kevin Grant’s reminder to his membership that the union will represent them if they find themselves in “precarious situations”.Mr Grant’s statement, released to the media on Tuesday, noted that “poor communication and ministerial influence” were key factors which sometimes landed civil servants in trouble.And he called on the Permanent Secretaries to ensure that the proper rules and protocols are followed.Mr Crockwell, whose Shadow Ministry is responsible for good governance said Mr Grants’ statement was “extraordinary but not surprising” in view of the fact that civil servants have faced undue pressures in recent years.“The root of the problem lies with Government ministers operating without regard for the rules or concern that they will pay a price for breaking them.“The fact that no one has been held accountable for any rule-breaking can only deepen their sense of impunity,” Mr Crockwell said.“The OBA has always maintained that leadership by example is the key.“If the people at the top set the right example, then the line between right and wrong will be more clearly understood and respected. But the Government has not been doing that.“The best, most immediate way to reset the table is for the Premier to publicly intervene to correct wrongdoings and secure resignations of ministers. Rules are rules and protocols are protocols and they must be upheld.”Mr Crockwell said that his party supports the BPSU’s reminder to its membership. But he urged the Government to move more quickly on stand-alone whistle-blower legislation.“The OBA has called from day one for stand-alone whistle-blower legislation. It is obviously needed.“The fact that the Government has moved so slowly to bring it to pass, as well as other much needed good governance reforms, speaks volumes,” Mr Crockwell said.“In addition to specific whistle-blower protections, there is a need for a separate piece of legislation establishing a framework for individuals to consult and take advice as well as whistle-blow.“We appreciate the BPSU reminding its members that their union is there to support them, but we feel it is important that civil servants know that their government is also there for them.”A spokesperson added that OBA leader Craig Cannonier, as Premier, “would fire any Minister found to be imposing improper or illegal pressure on a civil servant”.
