Premier's 'clean hands dealing with public purse' pledge
Premier Paula Cox pledged to make “clean hands when dealing with the public purse” a hallmark of her administration.After tabling phase two of her Good Governance legislation in the House of Assembly, Ms Cox said the tightening of the rules would ensure “abuses will be a thing of the past”.“It's about fair administration, fair access and fair dealings,” Ms Cox said.The Bill will allow a Minister to hear applications or appeals on behalf of other Ministers who might have a conflict of interest.“Once you disclose, then you remove the idea that something covert and unseemly is being done,” she said.Ms Cox said the amendments in today's Bill would also bring “an extension and expansion of whistle blower protection”.It also creates an offence of collusion from using influence to obtain a contract, and increases the period of time within which offences can be prosecuted.The Premier said the amendments strengthen the Financial Instructions regulations, and the Procurement Code of Practice, with provisions that will extend the definition of a conflict of interest when awarding contracts.The amendments will also enhance oversight of money paid to “vendors, contractors and organisations receiving grants”, she said, to ensure that it is used for its intended purpose.
