PLP MP calls for reform of budget debate prodceedure

Shadow Community Minister Michael Weeks has called for a change in House of Assembly procedure to allow fair say.The Progressive Labour Party MP is smarting from the “debacle” that denied him a chance to debate department heads with Community and Cultural Development Minister Wayne Scott.“The Government of the day will have its way, but the Opposition should always have its say — this ensures democracy and good hearty debate,” Mr Weeks told The Royal Gazette last night, confirming that he had written to Speaker of the House of Assembly Randy Horton.The Progressive Labour Party MP is calling for the Rules and Privileges Committee to review the conduct of the Budget debates.In Friday’s session Mr Weeks accused Community Minister Wayne Scott of denying debate on chosen department heads during the March 5 sitting of the House.He also questioned why the Minister would divulge the reasoning for his budget cuts to The Royal Gazette before debating them in the House.The two MPs continued to argue over Mr Scott’s lengthy Budget brief, which Mr Scott said he’d told his Opposition counterpart of — and which Mr Weeks denies.The rancour of the argument prompted Mr Horton to remark: “Only two people really know what happened.”Mr Weeks said he had asked the Speaker to review the situation and prevent a repeat.The Opposition has called for Government to be afforded one-third of the allocated time for debate to state its position.They are then hoping to have one-third of the allotted time to respond, with the remainder to be “open and regulated by time to other Opposition parties, Independent Members, backbenchers and other members of Parliament”.“We forward this solution as a better way for this Honourable House to function, to enable us as a legislative body the proper time to consider the business of our people,” said Mr Weeks.
