AI to streamline government services
The Government is developing an artificial intelligence policy to streamline workflows across services.
Diallo Rabain, the Minister of the Cabinet Office and Digital Innovation who is leading the programme, said there would be a phased approach to implementation, starting with pilot projects to evaluate how to apply standards internally.
Mr Rabain told the House of Assembly: “Artificial Intelligence is one of the most transformative technologies of our time and, if harnessed ethically, can significantly enhance the way we deliver public services, make decisions and engage with our community.
“[The policy] provides a structured framework to guide how AI is used within both internal operations and public-facing services.
“The policy will apply to all government employees and consultants using AI for official purposes.
“Whether we are using AI to streamline internal workflows or improve citizen-facing services, this policy ensures we do so in a way that safeguards human rights, privacy and public trust.”
He said the policy aligned with the Government’s values of “ethics, accountability, transparency and equity”.
• A “human-in-the-loop” approach, ensuring that AI decisions affecting people’s rights or government services are always reviewed by a person
• Strict compliance with Bermuda’s Personal Information Protection Act and Public Access to Information Act legislation
• Emphasis on transparency, requiring AI systems to be explainable and auditable
• Regular risk assessments and audits to ensure fairness, accuracy and the mitigation of bias
• The establishment of an AI governance sub-committee under the IT Governance Committee to oversee implementation and compliance
The policy is the result of collaboration between the Digital Transformation Team, the Information and Digital Technologies Unit, the Personal Information Protection and Public Access to Information Unit, Crown counsel and the chief information security officer.
Mr Rabain added: “The policy will also be reviewed periodically to ensure it keeps pace with evolving technologies and public expectations.”
