Thousands of tourists use damaged Heritage Wharf

Dockyard made headlines this month with the revelation that a part of the mega-cruise ship Heritage Wharf was visibly “moving like a loose tooth” and warping, and its accompanying thruster wall was showing clear signs of damage.The damage sparked concerns that the two-year-old wharf, which cost taxpayers $60 million to build, may need repairs.An American marine engineer who was involved in the project said safety of ships and passengers would be at risk if the wharf was not dealt with as a matter of urgency.The project, completed by Dennis Correia, principal of the project’s general contractor Correia Construction, had previously made headlines for costing 54 percent more to build than its original $39 million contract price.According to Mr Correia, in 2009, the project’s thruster wall cost $4.1 million and had been redesigned four times.The Ministry of Public Works hired an international marine engineering company to investigate the design and construction of the wharf, but stated there was no risk to cruise ships berthing at the pier or to their passengers.It was also revealed at this time that an estimated $500,000 worth of damage was caused to Heritage Wharf by the ocean surge whipped up by Hurricane Igor in September 2010, however repairs had not been made by July, ten months later.The investigation’s initial results found that the thruster wall damage posed no danger to cruise ships using the pier and would not deteriorate further under normal use.The report, by engineer Dave Ramrattan, noted that the main dock, the bridge and the terminal building suffered superficial damage from Igor, while the ramp for the ferry tender was “flapping up and down during the storm, causing the cables to be dislodged from the pulleys”.“The aluminium-framed catwalk sustained minor structural damage, evidenced by a visible bow along the length of the section that links the last two [northern] mooring dolphins,” Mr Ramrattan wrote. “The North and South thruster walls sustained structural damage to the walers, the sheet-piles, batter piles and main piles.”The cost of repairing the damage and who was liable for it had not been determined by the end of July.
